They dont drive. They are (or should be) with their parents most of the time, except when in school or at a friend%26#39;s house. They have a set cerfew by LAW, so they have to be indoors by a certain hour.
Also do you actually trust someone that young to fully appreciate the value of money enough that they would conservatively use a cell phone? I would say yes.
