so a few years ago my sister bought this tracfone and i found it yesterday and me and my mom were trying to get it activated for me to use. it says there are still 35 units left and that it is activation we went to the website to buy more units and reactivate it so you can call and it said that this phone cannot be activated can it not be done or can it just not be done online?

The service for the phone most probably has been deactivated after so long of not being used. You can take it to the service center and ask them about it.
